(عِنْدَ) is an adverb of place and time. When attached to a connective pronoun, عِنْدَ  can work as a subject ( mubtadaɁ) of a nominal sentence, and it has either of two meanings
- with, at
- have got

(لِـ) is a preposition and can connect to a pronoun. This combination  (preposition+pronoun) can be the subject mubtadaɁ of a nominal sentence. This combination means "have got".
 
When  (عِندَ) is used for with persons it means that they are visiting or living with. But when (لـــــِ) is used the relationship is concerned. So, it is not correct to confuse one for the other. Here are some examples when the combinations do not work.
